In February 1996 the 1971 Fund Executive Committee agreed that economic studies of losses in the fisheries and mariculture sector based on the theoretical assessment of the biomass of fish products could not be used as a basis for the assessment of damage, since they did not assess the losses actually suffered by individual claimants. The Committee also agreed that the only correct method of assessing losses actually suffered was a comparison between the actual income of claimants in the years before the incident and the income during the period when activities had been affected, on the basis of documents, for example accounts, catch records or tax declarations.
