In May 1994 the 1971 Fund Executive Committee endorsed the Director’s position that since experts had expressed the opinion that there was no permanent damage to a farm contaminated by oil, but only a possible depreciation of a pyschological nature, the farmer was not entitled to compensation for on-going diminution of value.
