In October 1993 the 1971 Fund Executive Committee, in considering a claim by an organisation of tourism-related businesses (Shetland Island Tourism) relating to the cost of a marketing campaign to counteract the negative effect of the incident on tourism, authorised the Director to examine and approve the claim in respect of the activities once they had been carried out, provided the claim fulfilled the criteria laid down by the Committee at its 35th session. The Committee expressed the view that the Fund should take a restrictive approach to claims of this kind, in particular before the activiities had been carried out, cautioning that the Fund should not take on the role of the claimant’s banker. The Committee nevertheless acknowledged that in many cases the claimant would not be able to carry out preventive measures of this kind unless advance payments were made and therefore authorised the Director to make advance payments in respect of approved activities which were intended to mitigate damage during the 1994 tourist season.
