In May 1992 the 1971 Fund Executive Committee noted that, because of the complexity of the incident and the very high aggregate amount of claims, the Fund would not be able to follow the established policy of providing rapid payment of claims. The Director was instructed to study the problem and report to the Committee on the possibility of making provisional payments when the claims situation became clearer.
