In May 1982 several delegations concurred with the view of the Director and the shipowner’s insurer that the pumping of the oil appeared to be a reasonable response to the threat of further pollution. The Executive Committee decided, however, that no final decision could be taken on the reasonability of the costs involved until the Fund’s experts had all the necessary information on the operation and had submitted their report to the Fund.
