In October 2006 the 1971 Fund Administrative Council expressed its very serious concern as regards the number of former 1971 Fund Member States which had not fulfilled their obligations to submit oil reports, since the submission of these reports was crucial to the functioning of the IOPC Funds. The Council decided that when electing the Chairman and Vice-Chairmen of the various governing bodies, account should be taken of whether the States whose nationals were considered for election had fulfilled their obligations to submit oil reports. The Council instructed the Director to pursue his efforts to obtain outstanding oil reports and urged all delegations to co-operate with the Secretariat in order to ensure that States fulfilled their obligations. The Council also instructed the Director to bring the matter of the non-submission of oil reports to its attention at each regular session.
