In October 2003 the 1971 Fund Administrative Council noted that the balance on the General Fund was expected to fall below £5 million in 2003 and considerably below that amount during 2004 and that the working capital would partly be used in 2003 and 2004. It was recalled that since the 1971 Fund Convention had ceased to be in force it was no longer possible to levy further contributions to the General Fund.
