In October 2002 the 1971 Fund Administrative Council decided that meetings of the Funds’ bodies should in general be held in public, in the interests of transparency, but that the body in question should have the right to decide that a particular meeting, or part of a meeting, should be held in private. It was also decided that even if a meeting of a Funds’ body were held in public, the body in question should have the right to exclude from attendance any groups or individuals who interrupted or disturbed the meeting or if the body considered that there was a risk that they might do so. The Council decided to amend Rule 12 of the Rules of Procedure of the 1971 Fund Assembly to reflect this change in policy. It was also decided that the policy of not allowing filming or recording of meetings should be maintained.
