In October 1992 the 1971 Fund Assembly decided that the Fund should continue with its flexible policy of appointing legal and technical experts to carry out independent investigations into the cause of a particular incident involving the 1971 Fund in cases where the Director considered it was in the Fund’s best interests to do so. The Assembly accepted a proposal by the United Kingdom Government to carry out a study as to how the Fund could be granted access as soon as possible to the results of investigations carried out by competent coastal or flag States into the causes of incidents.
