In April 1979 the 1971 Fund Assembly adopted a Resolution (No.2) requesting the Inter-Governmental Maritime Consultative Organization (IMCO) to consider the desirability of revising the 1969 Civil Liability Convention and the 1971 Fund Convention, in particular in respect of the adequacy of the compensation limits laid down in the two Conventions as well as the problems caused by the limits applicable under the1969 Civil Liability Convention to small tankers and the system of relieving the shipowner under Article 2.1 (b) of the 1971 Fund Convention.
