In October 1981 the 1971 Fund Assembly agreed that problems could arise from the entry into force of the 1969 Tonnage Measurement Convention with regard to the calculation of the limitation tonnage of a ship liable under the 1969 Civil Liability Convention, since under certain circumstances it might be impossible, or at least very difficult, to establish the limitation tonnage of a ship in accordance with Article V.10 of the 1969 Civil Liability Convention that had been measured only under the 1969 Tonnage Convention. The Assembly decided that the Director should submit to the appropriate committees of the Inter-Governmental Maritime Consultative Organization (IMCO) clearly defined questions and seek their advice.
