In October 1999 the 1971 Fund Executive Committee agreed that the Fund should focus efforts on an examination of the documentation presented by the Spanish Government in support of the claims in the fishery and aquaculture sectors, the distribution of liabilities between the Spanish State and the shipowner/insurer/1971 Fund and the legal issue relating to time bar. The Committee instructed the Director to pursue his discussions with the Spanish Government with the objective of reaching a global agreement which would settle all outstanding issues, noting that any such agreement would have to cover all parties involved, including the shipowner and the insurer.
