In February 1999 the 1971 Fund Executive Committee noted and endorsed a statement by the Director outlining the many difficulties facing the 1971 Fund with regard to its ability to function in the face of its declining Membership, acknowledging that the problems could only get worse as more States denounced the Convention. It was noted that it was important for States not only to ratify the 1992 Protocols but also to denounce the 1969 Civil Liability Convention and the 1971 Fund Convention.
