In February 1999 the 1971 Fund Executive Committee noted that criminal prosecutions had been brought by the United Kingdom Environment Agency against the Milford Haven Port Authority and the Harbour Master in Milford Haven. It was noted that at the opening of the trial in January 1999 the Harbour Master had pleaded not guilty and that the plea had been accepted by the Environment Agency. It was further noted that the Port Authority had pleaded guilty to a charge under the Water Resources Act 1991 of causing or permitting polluting matter (namely oil and bunkers) to enter controlled waters, but had pleaded not guilty to other offences and that the pleas had been accepted by the Environment Agency. It was noted that as a result of the pleas a full trial did not take place. It was finally noted that the Port Authority had been sentenced to pay a fine of £4 million and to pay £825 000 towards the prosecution costs and that the Port Authority had appealed against the sentence.
