In April 1998 the 1971 Fund Executive Committee instructed the Director to examine, with the assistance of the Fund’s technical experts, the assessments made by the Instituto Español Oceanográfico on behalf of the Spanish authorities of the damage suffered by fishermen and shellfish harvesters, which had formed the basis of the loans granted by the Government to these claimants. The Committee also instructed the Director to consider whether a new assessment of the losses actually suffered by these claimants could be made by the Fund and whether further payments could be made to them.
