In October 1997 the 1971 Fund Executive Committee decided that, in view of the continuing uncertainty as to the total amount of the claims arising out of the incident, the Fund’s payments should be limited to 25% of the amount of the damage suffered by the respective claimants as assessed by the experts of the Fund at the time the payment was made..
