In October 1989 the 1971 Fund Executive Committee, endorsing the position taken by the Director in negotiations with the Swedish Government with regard to the admissibility of claims for fixed costs, insisted that only those expenses that related closely to the clean-up period in question and which did not include remote overhead charges should be compensated.
