In October 1994 the 1971 Fund Assembly endorsed the report of the 7th intersessional Working Group. It was agreed that the costs of measures of reinstatement of the environment should be reasonable and not disproportionate to the results achieved or expected and that the measures should be appropriate and offer a reasonable prospect of success.
