In April 1979 the 1971 Fund Assembly adopted Internal Regulations and approved the draft Headquarters Agreement between the Government of the United Kingdom of Great Britain and Northern Ireland and the 1971 Fund on the basis of the report of the second Intersessional Working Group which included a report on the work of the first Intersessional Working Group.
