In April 1997 the 1971 Fund Assembly considered the terms of reference proposed by the Director for the consultant to be engaged to carry out a review of the working methods within the Secretariat. The Assembly instructed the Director to proceed with the review and to revise the terms of reference to make clear that the consultant should also study the existing system of handling claims, including the use of experts in claims handling, as well as the use of experts in other aspects of the Organisation’s work and the procedure for the selection of experts.
