In October 1994 the 1971 Fund Assembly decided to set up a three-person Investment Advisory Body and adopted the mandate of the Body, which was to advise the Director in general terms on investment matters, that its role was purely advisory, and that it would remain the sole responsibility of the Director to take the necessary decisions on individual investments. The Assembly instructed the Director to stress to the Investment Advisory Body that the 1971 Fund was not an investment bank and that the organisation should continue its present approach of a prudent and cautious investment policy.
