In October 1980 the 1971 Fund Assembly decided that the following sentence should be added to Regulation 6.2 of the 1971 Fund’s Financial Regulations: “For payment of salaries the Director may exceptionally, in circumstances where he is unable to do so himself, empower two other officers to sign jointly instructions for any sum up to £10,000.”
