In June 1997 the 1971 Fund Executive Committee decided that the Japan Marine Disaster Prevention Centre (JMDPC), an independent organisation which had borrowed money from the Japanese Government to fund the clean-up operations, and which was required to pay the Government a nominal interest at 0.625% on the loans, was entitled to be compensated for the interest on the loan amounts from the date when they were paid for the clean-up operations until the date when the corresponding amounts were paid by the Fund to JMDPC.
