In October 1995 the 1971 Fund Executive Committee noted that the Italian authorities wished to continue their study of the offer for a global solution of all outstanding claims and issues arising from the Haven incident. The Committee decided nevertheless that, since the conditions it had set for a global solution had not been met, the matter should be referred to the 1971 Fund Assembly.
