In March 1993 the 1971 Fund Executive Committee considered a request for advance hardship payments on the basis of documents in which it was stated that they were not formal claims and should in particular not be considered as constituting claims under the Civil Liability and Fund Conventions. The Committee endorsed the position taken by the Director that the Fund could not entertain any requests for hardship payments except in respect of claims made on the basis of the Civil Liability and Fund Conventions.
