In April 1999 the 1971 Fund Executive Committee noted that the costs incurred by the Instituto para el Control y la Conservación de la Cuenca del Lago de Maracaibo (ICLAM), part of the Ministry of Environment and Renewable Natural Resources, were primarily in relation to work undertaken to locate buried and sunken oil, to monitor clean-up, to safeguard public health and protect seafood markets. It was further noted that other work involved scientific studies of shellfish, mangroves and migratory birds. The Committee decided that except for the latter studies, the work undertaken by the Institute formed an important part of prudent and reasonable preventive measures and that therefore the associated costs were admissible.
