In March 1980 the 1971 Fund Assembly decided to request the Director to negotiate with the International Group of P&I Clubs with a view to concluding an agreement between the 1971 Fund and the P&I Clubs whereby the Clubs would cover the total compensation with respect to claims arising out of pollution incidents exceeding the limits of the 1969 Civil Liability Convention but not exceeding a certain limit to be agreed upon.
