In October 1993, considering whether a claimanf, e.g. a fisherman, would be entitled to compensation only if he held a valid licence, the 1971 Fund Executive Committee took the position that, since the question of whether a claimant was entitled to compensation was governed by civil law, the decisive criteria should be whether the claimant had suffered an actual economic loss and that the right of compensation should not depend upon whether or not a license was held.
