In October 2012 the 1992 Fund Executive Committee instructed the Director to continue discussions in respect of the Volgoneft 139 incident with the claimants and the Russian authorities to explore a solution to the issue of the ‘insurance gap’ and revert to the Executive Committee with a proposal at a future session.
