In October 2009 the 1992 Fund Administrative Council, the Supplementary Fund Assembly and the 1971 Fund Administrative Council expressed their serious concern as regards the number of Member States which had not fulfilled their obligations to submit oil reports, since the submission of these reports was crucial to the functioning of the IOPC Funds.
