In April 1999 the 1971 Fund Executive Committee, in view of the differences of opinion between the Spanish State and the 1971 Fund as to the interpretation of the judgements by the Criminal Court of first instance and the Court of Appeal in respect of the distribution of liabilities between the Spanish State and the shipownner/insurer/Fund, instructed the Director to continue his study of the issue relating to the distribution of liabilities.
