In May 2003 the 1992 Fund Administrative Council noted that the Secretariat, with the assistance of a firm of fishery experts, had developed draft Technical Guidelines on methods of assessing losses in the fisheries, aquaculture and processing sectors where, due to the small scale or subsistence nature of the activities, evidence of the losses was likely to be limited or totally lacking. The Council instructed the Director to explore ways in which the Guidelines could be published, as well as the possibilities of producing a more concise version.
