In October 2002 the 1992 Fund Assembly decided to adopt a Resolution (1992 Fund Resolution No.7) creating a body to be known as the Administrative Council (which would have its own quorum requirement of at least 25 Member States), which would assume the Assembly’s functions whenever the Assembly failed to achieve a quorum, on condition that, if the Assembly were to achieve a quorum at a later session, it would resume its functions. The Assembly decided that the operative part of the Resolution should be reconsidered at its October 2003 session.
