In October 2002 the 1992 Fund Assembly invited the Director to submit a document on the preparation for the setting up of the International Hazardous and Noxious Substances Fund (HNS Fund), to be established under the Convention on liability and compensation for damage in connection with the carriage of hazardous and noixious substances by sea (HNS Convention), for consideration by the Assembly at its October 2003 session.
