In April 2002 the 1992 Fund Assembly decided to make available to the International Maritime Organization (IMO) the funds necessary to finance the Diplomatic Conference (estimated at £56,000) to consider a draft Protocol to supplement the 1992 Fund Convention (the Supplementary Fund Protocol) on the understanding that the amount paid to IMO would be reimbursed, with interest, to the 1992 Fund by the Supplementary Fund when the Protocol establishing that Fund had entered into force.
