In October 2000 the 1992 Fund Assembly instructed the third intersessional Working Group to continue its work, but with a revised mandate, namely, to hold an exchange of views concerning the need for and possibilities of improving the compensation regime established by the 1992 Civil Liability and Fund Conventions, to continue the consideration of issues identified by the Working Group as important for the purpose of improving the regime, to make appropriate recommendations in respect of these issues and to report to the next regular session of the Assembly on the progress of its work and make recommendations as to the continuation of the work. It was agreed that 1971 Fund Member States as well as States and organisations with observer status with the 1992 Fund should be invited to submit documents for consideration by the Working Group.
