In October 1999 the Head of the Polish delegation (as representative of the delegation of the former Chairman of the 1971 Fund Assembly) attempted to open the 22nd session of the 1971 Fund Assembly, but no quorum was achieved, and the acting Chairman therefore concluded the Assembly meeting. It was recalled that at its 4th (May 1998) extraordinary session the 1971 Fund Assembly had adopted a Resolution (1971 Fund Resolution No.13) whereby, with effect from the first session of the Assembly at which the latter failed to achieve a quorum, the functions of the Assembly should be delegated to the Executive Committee. The items of the Assembly’s agenda were therefore dealt with by the Executive Committee. The session of the Executive Committee was opened by the Director in accordance with Rule (V) of the Rules of Procedure, since neither the delegation of the former Chairman nor that of the former Vice-Chairman was a member of the Executive Committee due to their States no longer being Members of the 1971 Fund.
