In October 1998 the Chairman of the 1971 Fund Assembly attempted to open the 21st session of the 1971 Fund Assembly, but no quorum was achieved, and the Chairman therefore concluded the Assembly meeting. It was recalled that at its 4th (May 1998) extraordinary session the 1971 Fund Assembly had adopted a Resolution (1971 Fund Resolution No.13) whereby, with effect from the first session of the Assembly at which the latter failed to achieve a quorum, the functions of the Assembly should be delegated to the Executive Committee. The items of the Assembly’s agenda were therefore dealt with by the Executive Committee.
