In October 1992 the 1971 Fund Assembly considered the question as to whether, in certain cases of bareboat charter, the actual owner or the bareboat charterer should be considered as the registered owner for the purpose of the provisions of the Civil Liability Convention relating to the issuance of insurance certificates. The Director was instructed to follow the further consideration of this issue within the International Maritime Organization (IMO).
