In October 1991 the 1971 Fund Assembly discussed whether it would be useful for the 1971 Fund to carry out its own independent investigations into the causes of incidents so as to enable it to form an opinion at an early stage as to whether an incident was due to the fault or privity of the shipowner or whether there were any grounds for taking recourse action against third parties. The Assembly instructed the Director to make a study of this matter for consideration by the Assembly at its 15th session.
