In April 1979 the 1971 Fund Assembly adopted as the Staff Regulations of the 1971 Fund, the provisional Regulations annexed to document OPCF/A.I/2/1, subject to a number of amendments and inclusions. The Assembly invited the Governments of Indonesia, Tunisia and the United Kingdom to nominate members for the Appeals Board, and the Governments of France, Ghana and Norway to nominate substitute members.
