In February 1994 the 1971 Fund Executive Committee endorsed the decision by the Director not to make advance payments to an organisation of tourism-related businesses (Shetland Island Tourism) for the costs of a marketing campaign to counteract the negative effects of the incident on tourism on the grounds that he had been unable to assess whether and, if so, to what extent the proposed campaign fulfilled the criteria established by the Committee.
