In October 1998 the 1971 Fund Executive Committee, noting that a number of claimants had brought legal actions against the 1971 Fund in the Civil Court in La Coruña, and also noting the differing opinions of the Spanish Government and the 1971 Fund on the question as to whether or not the claims were time-barred, instructed the Director to study further this complex issue, but in view of the time constraints, the Committee decided that the Fund should raise the defence of time-bar in the civil proceedings.
