In February 1998 the 1971 Fund Executive Committee expressed serious concerns as to the way in which the 1969 Civil Liability Convention and the 1971 Fund Convention had been implemented in Spain and as to the fact that the judgements rendered by the Spanish courts did not seem to respect the basic principles of these Conventions.
