In October 1997 the 1971 Fund Executive Committee took the view that it was premature to take a position as to whether or not clean-up operations undertaken in Singapore (which was not a 1971 Fund Member State) could be regarded as having been carried out to prevent or minimise pollution damage in Indonesia or Malaysia (both of which were 1971 Fund Member States) and therefore qualify for compensation under the 1971 Fund Convention.
