In June 1997 the 1971 Fund Executive Committee, in response to concerns by some delegations regarding the large quantity of oil spilled, and questions as to whether the oil terminal was at least partly liable for the incident, decided to instruct the Director to investigate whether there were grounds for the Fund to take recourse action against the terminal.
