In April 1997 the 1971 Fund Executive Committee decided that since the limitation amount applicable to the ship was very low, it was essential that the Fund made compensation payments at an early stage. However, in view of the paucity of information the Committee felt that it was unable to determine the appropriate level of payments to be made by the Fund and therefore decided to authorise the Director to make payments up to a percentage to be fixed by him, exercising caution in the assessment of the likely total amount of the claims. The Committee also decided that the level of payments should be reassessed at its 54th (June 1997) session, and to that end, the Director was instructed to obtain as much information as possible on the potential claims arising out of the incident.
