In February 1996 the 1971 Fund Executive Committee, whilst recalling that it had shared the Director’s view that any established claims could be paid in full on the basis of a guarantee given by a group of claimants that the total amount of their admissible claims would not exceed a certain limit, decided that procedures of this type should be used only in very particular situations and provided that any such guarantee would give the Fund security against overpayments.
