In September 1990 the 1971 Fund Executive Committee instructed the Director to examine any evidence produced by the Swedish Government concerning the origin of the oil which polluted the Swedish coast in order to establish whether it came from the Tolmiros. It also directed him to examine whether the Tolmiros could be considered to have carried oil in bulk as cargo during its voyage from Gothenburg to Teesport.
